استهدفت السياسة التعليمية في الدولة الخليجية من توجهات قيادة دولها وكذلك من واقع المجتمعات بكل أبعادها الحالية وطموحات تلك المجتمعات المستقبلية وقد حددت السياسات التعليمية في تلك الدول أهداف تعليمها وتوجهاته والتي تتمثل في أن التعليم يهدف إلى تعزيز الانتماء الوطني ويرسخ المسؤولية المجتمعية، ويهدف كذلك إلى جعل الطالب مواطناً نافعاً منتجاً معداً للمستقبل المتطور المتغير، ويهدف التعليم كذلك إلى توسيع إطاره وتعدد مؤسساته بما يحقق استفادة المتعلم من كافة المؤسسات التعليمية. وقد استقت موجهات السياسة التعليمية لتلك الدول من مصادر؛ أولها الدين الإسلامي، ودستور تلك الدول وتراثها، وكذلك الواقع الاجتماعي والسكاني والاقتصادي لتلك الدول، إضافة إلى تحدياتها وطموحاتها المستقبلية . لقد دأبت الدول الخليجية مجتمعه إلى زيادة التلاحم والتفاعل بين النظام التعليمي كنسق مجتمعي فرعي-وبين الأنظمة المجتمعية الأخرى، وذلك من أجل خدمة أغراض التنمية الشاملة وتحقيق التنمية المستدامة لهذه الدول الخليجية. وقد عملت هذه الدول إلى الارتقاء بالمستوى المهني والمهاري لجميع العاملين في قطاع التربية والتعليم واستكمال وتطوير البنى التحتية والمؤسسة للأنظمة التعليمية. من هذه المنطلقات رغب المؤلف أن يسلط الأضواء على هذه الأنظمة التعليمية المختلفة لهذه الدولة فجاء هذا الكتاب ليكون شاهداً على هذا التطور وتلك التنمية.
