في عام 1818م تقرر السلطات البريطانية في الهند ولندن توجيه ضربة عسكرية شاملة للقوة البحرية العربية في الخليج ومواقعها الساحلية التي أطلق عليها جزافاً "ساحل القراصنة" كان القصد من هذه الحملة العسكرية التي كان سيشترك فيها الإنكليز مع إمام عمان وإبراهيم باشا هو إنهاء الوجود البحري العربي بأي ثمن وبأية طريقة، والعودة بالأوضاع البحرية في الخليج إلى عهد البرتغاليين مع الاستبدال بهذه القوة الأجنبية سلطة جديدة هي سلطة الإنكليز. وتتحرك من أجل تنفيذ هذه الخطة السفينة (إيدن Eden) في التاسع من حزيران 1818م من ميناء بلمون (Playmouth) في بريطانيا تحت قيادة القبطان (فرانسيس ارسكين لوخ Francis Eriskine Lock) متجهة إلى الخليج وتحمل تعليمات لندن للسلطات الإنكليزية في بومبي وكلكتا بصدد الحملة العسكرية المقررة. وفي الرابع عشر من نيسان 1819 يستقل الكابتن (جورج فوستر سادليير George Forster Sadlier) من الفرقة السابعة والأربعين في الهند السفينة التابعة لشركة الهند الشرقية (ثيتس Thetis) متجهاً إلى الخليج، ومن ثم إلى الجزيرة العربية لمقابلة إمام مسقط في عمان وإبراهيم باشا في الدرعية حاملاً معه رسائل من السير (إيفان نبيان بارت Evan Nabian Bart) إلى كل من الإمام والباشا يطلب فيها عقد حلف ثلاثي لضرب رأس الخيمة من البحر والبر، وتدمير الحلف السعودي القاسمي، وإنهاء ما سمي بقراصنة البر والبحر. ومن مذكرات فرانسيس لوخ وجورج سادليير، أي من البر والبحر، تنتقل للقارئ تلك الفترة الهامة من تاريخ الخليج. والظروف السياسية التي أدت إلى اتفاقية 1820 للأمن البحري والتي وقّعتها بريطانيا مع شيوخ ساحل الخليج العربي والبحرين.
