شكل موضوع الدولة محور اهتمام علماء السياسة منذ القديم، حتى إن علم السياسة كان مرادفاً لعلم الدولة. وظل مصطلح "الدولة الوطنية" يستخدم في العلوم السياسية للدلالة على أغلب الدول ذات السيادة القائمة اليوم، على الرغم من عدم تطابق الحدود السياسية مع الحدود الإثنية أو القومية للكثير من هذه الدول.
وقد وضعت التحولات التي عصفت بالعالم منذ نهاية الحرب الباردة العديد من مرتكزات الدولة الوطنية موضع التساؤل، ومن أهمها: الحدود والسيادة، والمواطنة. وهكذا تطور الجدل حول واقع الدولة المعاصرة ومستقبلها، وظهرت اتجاهات شتى، تحدث بعضها بثقة عن "موت الدولة"، كما ظهرت تعبيرات مثل "الدول الفاشلة"، وتعددت التعريفات والتصورات حول معنى المواطنة. وفي المقابل، شككت اتجاهات أخرى في جوهرية ما يجري من تحولات وتأثيراتها على "الدولة"، حتى إنها اعتبرت أن العالم كان أكثر اقتراباً من مضمون العولمة –تجارياً على سبيل المثال- في مراحل تاريخية سابقة مما هو اليوم، وأن الدولة ما زالت قادرة على التكيف مع متغيرات محيطها العالمي. وما زالت الدولة حلم شعوب كثيرة في العالم.
يبحث هذا الكتاب في هذه الإشكاليات، من خلال استعراض تطور مفهوم الدولة الوطنية، والتصورات المتضاربة حول مستقبل الدولة، والتحديات التي تواجهها، سواء فيما يتعلق بالإقليم، أو بالسيادة، نتيجة العولمة الاقتصادية والتفاعلات عبر الوطنية، وبروز قضايا حقوق الإنسان، والهجرة، كما يستقرئ أسباب تغثر الدولة في عالم الجنوب.
