يحاول هذا الكتاب أن يسجل جهد المستطاع، جميع الكتب العربية التي أخرجتها المطابع العراقية في مختلف الموضوعات، والكتب التي نشرها أو صنفها كتّاب العراق المحدثون الذين عاشوا بين سنتي 1800-1972م وطبعت في الخارج وذلك منذ ظهور أول مطبوع عراقي عام 1856م إلى نهاية عام 1972م.
والمطبوعات التي تناولها التجميع تشمل ما يلي:
1- الكتب التي قام العراقيون بتأليفها أو تحقيقها أو ترجمتها أو نشرها، سواء على انفراد أو بالمشاركة في جزء من هذه الجهود، وطبعت في المطابع العراقية أو في المطابع الأخرى.
2- الكتب التي طُبعت في المطابع العراقية من قِبل العراقيين وغيرهم.
3- الرسائل العلمية (الأطروحات) التي قدمها العراقيون إلى الجامعات لنيل درجات علمية.
4- الخرائط والأطالس والمصورات.
5- المطبوعات الحكومية التي نشرتها إحدى مؤسسات الدولة.
6- المستلات التي استُخرجت من مجلة نُشرت فيها أصلاً على شكل مقال.
وقد استثنيت بعض المطبوعات من الفهرست لأنها تحتاج إلى معالجة خاصة، ومن الضروري أن تنفرد في عمل خاص، وهي:-
1- المجلات والجرائد والصحف الدورية.
2- كتب الأطفال والكتب الدراسية الموضوعة للمراحل الإبتدائية والمتوسطة والإعدادية.
3- التقارير السنوية للدوائر الرسمية والمؤسسات والجمعيات.
4- نصوص القوانين التي تُنشر منفردة، أما مجموعات القوانين فتُذكر.
5- نشرات الدعاية والإعلانات التجارية.
6- الكتب والرسائل المطبوعة بالرونيو.
