يقول المؤلف بأن اختياره لعنوان "فضل الرزاق على أهل العراق" لكتابه هو مقصود ليدل على شيء استشعره هو ولمسه في حياته المعاصرة بعد إدراكه لتاريخ هذا البلد وطبيعته وطبيعة أهله، ويدرك من ثم أن الله جل في علاه قد تفضل بفضل خاص على هذا البلد وأهله. جاء الكتاب في "مدخل" وأربعة فصول وعدد من الملاحق المهمة. أما المدخل فهو في حكمة التفضيل وأنه منهج إلهي، تناول فيه، بدراسة قائمة على الكتاب والسنّة، هذا المنهج. وكان من نتائج هذا المدخل الإبانة عن أن الفضل في كثير من جوانبه هبة يهبها الله لمن يشاء من غير حساب لأمور اقتضتها حكمته التي قد يدرك الإنسان شيئاً منها، ولكنه بلا ريب لا يمكنه إدراكها كلها. وإنما قدّم المؤلف بهذا ليدخل إلى صلب موضوع الكتاب محاولاً الإجابة عن السؤال المطروح: ما هي أفضال الله الرزاق الموهوبة لأهل العراق. وقد أجاب المؤلف عن هذا السؤال في فصول الكتاب الأربعة.
كان موضوع الفصل الأول: دراسة الخصائص المكانية والجغرافية التي وهبها الرزاق لأرض العراق، واقتضت طبيعة البحث أن يكون موضوع الفصل الثاني حول العناية الإلهية التي خصّ بها الرزاق هذا البلد. وأما الفصل الثالث فقد خصصه المؤلف لعطاء الإنسان العراقي ليبين في الفصل الرابع رسالة العراقيين الخالدة متحدثاً في نهاية هذا الفصل عن الرئيس صدام حسين مؤكداً تواصل إيمانه بتحرير فلسطين طوال حياته وإلى هذا اليوم.
