إن الحديث عن نظرية لدراسة السياسة الخارجية يعبر عن مدى التقدم التي أحرزته السياسة الخارجية كحقل معرفي له موضوعه ومناهجه والقوانين التي تحكمه، فقد اقترن تطور دراسة هذه الظاهرة بتطور دراسة الكل الذي يمثل العلاقات الدولية، فقد عرفت السياسة الخارجية تطورات وتحولات كبيرة على مختلف مستوياتها المعرفية وكذلك المنهجية.
حاولت نظريات السياسة الخارجية بإستمرار شرح وتفسير التغييرات في مسار سلوك دولة تجاه دولة أخرى، محاولة تقديم أطر نظرية متكاملة ومقبولة لفهم سلوك الدول، لكن المنظرين في هذا الصدد لم يتفقوا على طرح موحد لتحديد المتغيرات المحددة والمفسرة لسلوك الدول.
فمعظم المحاولات النظرية تأتي في إطار خلق سياق عمل على الفرضيات، يكون ملائماً لتفسير طبيعة وحدود عمل السياسة الخارجية، كما أن محاولة تفعيل الحوارات حول السياسة الخارجية وتكييفها نظرياً ومنطق معطيات الواقع الدولي إنما يكون في إطار الكتاب عن تأويل ناتج التأثير والتأثر بين العوامل الداخلية والخارجية المندمجة للسلوك الخارجي للدول.
