ترعب الدول العربية اليوم في تجاوز الأوضاع التي تعاني منها الصناعة والإدارة وقطاعات الاقتصاد الأخرى، كمسألة انعدام القدرة على منافسة المنتجات الأجنبية من حيث السعر والنوعية، ومسألة ضعف التشابك الصناعي المحلي، وتخلف كمي ونوعي إداري وإنتاجي، في أوضاع الصناعات الجانبية المغذية بالأجزاء والمدخلات وفقدان خاصية الإدامة. وبالتعاون مع صندوق النقد الدولي، تأخذ الحكومات ببرامج إدارية تنموية تختلف عما سبق؛ الجدي فيها تقليص الدور الاقتصادي الحكومي إلى أدنى حد، واعتماد قوى السوق والقطاع الخاص بدلاً من ذلك، وتحرير القيود التجارية وغير التجارية وإعادة هيكلة اقتصادياتها، وفتح أسواقها للتجارة والاستثمار، واتخاذ كل إجراء يمكن أن يساهم في توفير مناخ موات. وهذا من شأنه أن يسهم في ترتيب علاقة جديدة للدولة بالاقتصاد والصناعة، فما الآفاق والتصورات لاستفادة دول المنطقة العربية من النوع الجديد لعلاقة الدولة بالصناعة والإجراءات المتخذة من قبلها في هذا الإطار؟
تهدف هذه الدراسة إلى تعرُّف الجديد في علاقة الدول بالصناعة في العالم العربي، مع إعداد تصورات أولية مستقبلية بما يمكن أن تعود به العلاقة والتوجهات الجديدة من فوائد وما قد يواجهها من محاذير وتحديات، مع تقديم تصورات ومقترحات أولية عامة نحو تعضيد الدور الجديد للدولة وتعضيد مسيرة التنمية في ظل العلاقة الجديدة، وبفرض أن يكون ذلك مقدمة لدراسات أوسع وأكثر تخصصاً.
