تشكو المكتبة العربية من ندرة في المراجع التي تتناول موضوع النقل البحري بمتفرعاته المتعلقة بالتجارة البحرية والملاحة البحرية وأدواتها وأعمال وخدمات المرافئ. وهذا الأمر يضطر العاملين في هذه المجالات والطلاب والباحثين والمهتمين إلى بذل جهد كبير للحصول على معلومات حول هذه المواضيع، سواء في مراجع أجنبية، قد لا تكون بدورها متوافرة في دولنا العربية، أو في أطروحات جامعية أو دراسات أو مؤلفات تتناول هذه المواضيع في فصل منها أو في فقرات، أو في بعض العناوين على شبكة الإنترنت.
من هنا، جاء هذا العمل لسد ثغرة ولتوفير بعضاً من الجهد على المهتمين. فهو مرجع شامل، يتناول أهم المواضيع المتعلقة بالنقل البحري. وهو يستعمل لغة عربية سهلة وأسلوباً مبسطاً في العرض، يتحاشى قدر الإمكان استعمال المفردات الصعبة، باستثناء التقنية منها التي لا يمكن تجاوزها.
إن النقل البحري موضوع واسع وشاسع، والإحاطة بكل نواحيه والخوض في تفاصيله كلها يتطلب مجلدات. لذا ارتأى في هذا الكتاب الاقتصار على المواضيع والنقاط التي يمكن اعتبارها أساسية. وعليه فقد قسم الكتاب إلى ثلاثة أجزاء، يتناول الجزء الأول منه ما يمكن تسميته أبجديات النقل البحري مثل شبكة النقل الكبرى وموقع النقل البحري فيها، الملاحة البحرية، السفن، خدمات المرافئ البحرية ومحطات المستوعبات، المنظمات الدولية، القواعد والاتفاقيات الدولية، بالإضافة إلى فصل خاص حول المستوعبات.
ويتناول الجزء الثاني موضوعين لهما علاقة مباشرة بالنقل البحري وهما عقود البيع الدولية أو ما يعرف بالإنكوتيرمو، والمياه الإقليمية. أما الجزء الثالث والأخير فهو عبارة عن معجم لأهم المصطلحات البحرية.
