تعتبر العولمة مرحلة من مراحل تطور الرأسمالية، ذلك أن الرأسمالية منذ نشأتها تسعى إلى توحيد أسواق العالم، وذلك من أجل تصريف الفائض الإنتاجي، وقد تم تحديد المتضمنات الأساسية للعولمة في نهاية القرن العشرين مع جدلية تاريخية طويلة عبر مسيرة النظام الرأسمالي.
حيث إن مقتضيات التطور الرأسمالي قد تطلب تشكيلات إقتصادية ترتب عليها في إحدى مراحلة تكوينات لحماية التركيز الرأسمالي وتطوير معدلات نموه، وتأخذ هذه التكوينات بعدها الزمني وفقاً لمدى قدرة النظام الرأسمالي للتعامل مع هذه التكوينات كإحدى مراحل تطوره.
ولقد أدت المنظمات الدولية، ولا سيما المالية منها، دوراً كبيراً في تعزيز التعاون الإقتصادي والنقدي بين الدول، وذلك من خلال إيجاد أرضية خصبة للتعاون، والتفاهم بين الدول حول المسائل الإقتصادية المهمة، ومن أجل توحيد السياسات الإقتصادية لتحقيق مزيد من التعاون والتقارب بين الدول وإلى مزيد من العولمة للأسواق العالمية، بل يمكن القول بأن هذه المنظومات كصندوق النقد الدولي ومنظمة التجارة العالمية والبنك الدولي للإنشاء والتعمير والشركات المتعددة الجنسية، هي التي وضعت حجر الزاوية للعديد من القواعد الإقتصادية والمالية الدولية.
وتنبع أهمية الدراسة من كون الأزمات المالية تؤرق حكومات العديد من الدول والمنظمات الدولية والمؤسسات المالية الدولية، على الرغم مما برز من تحالفات وشراكات وإتفاقيات إثر نشوء منظمة التجارة العالمية التي تعمل إلى جانب البنك الدولي وصندوق النقد الدولي، بوصفه الدواء الواحد لجميع الأمراض الإقتصادية مهما اختلفت أعراضها من دولة إلى دولة أخرى.
