أصبحت البطاقات المصرفية وسيلة لا غنى عنها للدفع والائتمان في المجتمعات المتطورة اقتصادياً واجتماعيا، سواء كانت لسحب النقد من أجهزة الصراف الآلي أو لتسديد أثمان مشتريات حامل البطاقة للسلع والخدمات من التاجر المورد أو تحويل النقد بين الحسابات لدى المصارف، بالإضافة إلى وظائف أخرى يمكن أن تقوم بها البطاقة.
بما أن هذه البطاقة هي وسيلة دفع جديدة قائمة على التعامل، فمن الطبيعي أن تحتاج إلى شروط أساسية لتتمكن من مجاراة وسائل الدفع الأخرى التقليدية، مثل الشيك والنقود الورقية. ومن أبرز هذه الشروط أن تتمتع البطاقة بقدر كاف من الأمان والغفلة، هذا فضلاً عن ضرورة إيجاد قواعد ثابتة لتحديد حقوق وموجبات كل من الأطراف الثلاثة المعنيين بنظام الدفع المذكور. وهم المصرف المصدر والحامل ومورد السلع والخدمات، وأيضاً ضرورة إيجاد آلية سهلة للفصل في النزاعات التي قد تنشأ عن استخدام البطاقات.
أما في القسم الثاني من الكتاب، فقد عرض الكاتب شروط عقدي البطاقة المصرفية بين المصدر وحامل البطاقة من جهة، وبين المصدر والتاجر المورد من جهة أخرى.
ثم أورد في الخاتمة بعض الشروط التي تضمنها عقدي البطاقة المصرفية، التي يمكن اعتبارها تعسفية لعدم تناسبها مع القوانين والأعراف المصرفية.
كذلك، تضمن الكتاب ملحقاً خاصاً تناول فيه عقدين نموذجيين للبطاقة بين المصدر وحامل البطاقة من جهة وبين المصدر والمورد من جهة أخرى.
