تطرح هذه الدراسة قضية مستقبل الإمبراطورية الأميركية انطلاقاً من سؤال أساس: هل أن سلطة الولايات المتحدة في نهاية المطاف سلطة اقتصادية أن هي عسكرية في الأساس؟ فللإجابة عن هذا السؤال يستعرض ألان جوكس مجدداً وبادئ ذي بدء أسس الدولة، والجمهورية، والإمبراطورية، كما جاءت عند ميكافيلي وهوبس وكلاوسفيتس: إن وظيفة الحماية بما فيها الحماية الاقتصادية، هي التي تعطي الدولة من خلالها شرعية لاحتكار القوة المسلحة وتبعد بذلك شبح "حرب الجميع ضد الجميع" حالة فطرية خرجت منها أوروبا في نهاية القرون الوسطى. والحال، إننا عدنا إليها اليوم على ما يبدو، في شكل تعصب ديني على وجه الخصوص، يتولى تسييسه رجال دين متطرفون ينتمون إلى ديانات الكلاب الثلاث.
ويوضح لنا المؤلف، عندما يحلل بعد ذلك تطور العقيدة الاستراتيجية الأميركية منذ حرب الخليج، الأسباب العميقة التي تقف وراء اندلاع "الحروب الصغيرة" في غير مكان: بالرغم من عظمة قوتها لا تكترث الولايات المتحدة الأميركية لغزو العالم من أجل بسط النظام والسلام فيه، ولا من أجل تولي الحماية العامة للمواطنين. إنها تسعى فقط إلى ضبط الاضطرابات بواسطة ائتلافات ظرفية، بمعزل عن القانون الدولي. فتمارس قمع عوارض اليأس أو معاقبة الجرائم الإرهابية، من دون التعرض للأسباب التي تفرز "عمليات سلام معطّلة". من هنا الأهمية، بنظر المؤلف، في أن تنظم الجمهوريات المجتمعة في كيان أوروبا مقاومة لهذه "الفوضى الإمبراطورية" على مستوى كوني.
