إن علم الحِسبة من المواضيع العلمية التخصصية الهامة ، التي يحتاجها المجتمع حاجة ماسة ، والمراد به : الأمر بالمعروف والنهي عن المنكر ، ولقد أضحى هذا العلم غريباً في مجتمعاتنا المعاصرة إلا ما رحم ربي .
لقد قام الدكتور أحمد محمد شريف المنبجي بتأليف كتابه الأول : « مصادر الحِسبة في الدولة الإسلامية » ، ثم أردفه بكتابه الثاني بعنوان : « تحقيق باب الحِسبة من نظم الأقنوم في مبادئ العلوم » وهي موسوعة في شتى الفنون للفاسي .
فبيَّن جزاه الله خيراً علاقة الحِسبة بالأمر بالمعروف والنهي عن المنكر ، وتعريف الحِسبة ونشأتها وحكمها ، وتعريف المُحتسِب وشروطه وآدابه ، والمحتسَب عليه ، والمحتسَب فيه ، وردَّ بعض الشبهات حول ذلك .
ثم تكلم عن المصادر الأولى للحِسبة من خلال الكتاب والسنة ، وأن النبي ﷺ كان المحتسِب الأول .
ولقد سار خلفاؤه الراشدون من بعده على سَننه ﷺ ورضي الله عنهم ، فقالوا في دِرَّة سيدنا عمر رضي الله عنه : ( درة عمر أهيب من سيفكم ) .
وتوارث المسلمون ذلك جيلاً بعد جيل ، إلا أننا لما أهملنا هذا الباب من الفقه . . وصلنا إلى ما وصلنا إليه ؛ من الغش والخداع ، وإنفاق السلعة بالحلف الكاذب ، والتلاعب بأقوات العباد ، حتى يصل في بعض البلدان إلى جريمة القتل من خلال الأطعمة الفاسدة وغير ذلك .
ثم تناول المؤلف المصادر والمراجع التي تكلمت عن موضوع الحِسبة قديماً وحديثاً ، وكان هذا في الجانب النظري للحِسبة .
وأما الجانب التطبيقي . . فقد قام الدكتور المنبجي حفظه الله تعالى بتحقيق باب علم الحِسبة من « نظم الأقنوم في مبادئ العلوم » للعلامة الفاسي ، وقد بلغت المنظومة ( 533 ) بيتاً ، ثم شرح الدكتور هذه المنظومة ، مستعيناً بمصادر عدَّة .
وهكذا قدم الدكتور المنبجي كتابيه في كتاب واحد بعد أن أشبع المسألة بحثاً ، ونال ببحثه هذا درجة الدكتوراه ، نسأل الله سبحانه أن ينفع المسلمين حكوماتٍ وشعوباً بهذا السفر الجليل المبارك ، وأن يرجع نظام الحِسبة إلى حقيقته ، وأن يؤدي هذا النظام دوره لإصلاح المجتمعات .
