في الظروف السياسية والإقتصادية الحالية للكثير من البلدان النامية والمتحولة، كالعراق مثلاً، يتحدد دور قطاع التعليم العالي بتلك المشكلات والمهام الواجب التعامل معها لإنتقال البلاد نحو ترسيخ دولة الديمقراطية والقانون وبناء إقتصاد المعرفة، وأيضاً ضرورة تخطي خطورة عدم اللحاق بالنزعات العالمية المعاصرة لتطوّر منظمات التعليم العالي.
تبدو مكانة التعليم العالي اليوم بإعتبارها العوامل الأكثر أهمية في التكوين النوعي الجديد للإقتصاد والمجتمع، وتزداد هذه الأهمية بإضطراد بمرور الزمن وبزيادة تأثير المعرفة والمعلومات والرأسمال الإنساني.
ورغم هذه الأهمية والمكانة العاليتين، إلا أن منظومات التعليم العالي في العديد من البلدان ومنها العراق وعلى مدى العقود الخمسة الأخيرة من الزمن فشلت في تحقيق أهدافها المؤسسية فشلا يكاد أن يكون تاماً.
من هنا، تأتي أهمية إختيار موضوع الكتاب، إذ ان التحليل الشامل والموضوعي في إخفاقات المنظومة المؤسساتية الحالية للتعليم العالي في أداء وظائفها الأساسية سيكون إسهاماً علمياً واضحاً، سيصب في مجرى الجهود، لتطبيع الحياة والنشاط الإجتماعي والإقتصادي في البلاد.
هذا الكتاب معني بالكشف المنهجي والعملي عن طبيعة نشاط مكونات المنظومة المؤسساتية للتعليم العالي، وما تثيره سمات هذه المكوّنات من مشكلات خطيرة أمام إدارة ناجحة لنشاط المنظومة ذاتها، وعليه يتكون الكتاب من قسمين، وستة فصول موزعة عليها وفق ما يلي: القسم الأول: "طبيعة منظومة التعليم العالي"، الفصل الثاني: "الأداء الوظيفي لمنظومة التعليم العالي"، الفصل الثالث: "إدارة المعرفة"، الفصل الرابع: "الإدارة الإستراتيجية لمنظمة التعليم العالي"، الفصل الخامس: "الإدارة المؤسساتية لمنظومة التعليم العالي"، الفصل السادس: "إستراتيجية إدارة منظومة التعليم العالي".
