يبرر المؤرخ في بداية كتابه هذا سبب سعيه لتدوين مادته حيث قال في مقدمته: أني لما رأيت حوادث ربع القرن الماضي وما فيه من الأمور العظام، ودوام التعصبات الحاصلة من الدول ضد الإسلام عموماً والدولة العلية خصوصاً، وما عليه المسلمون من تضارب الأفكار، وما يبثه الأجانب في مشارق الأرض ومغاربها فيهم من الدسائس في وصفة الإرشاد، خصوصاً في مدارسهم، ويقصدون بذلك قطع آمالهم من حسن مستقبلهم، ووصفهم الدولة العليا في الماضي والحاضر بما لا ينطبق على الحقيقة. فخوفاً من احتمال التأثير على أفكار من لم يعلم وقائع الدولة العلية وأدوارها الماضية، أردت خدمة للأمة أن أؤلف كتاباً صغير الحجم، سهل المطالعة.
وهكذا فقد سعى المؤرخ في كتابه هذا للتأريخ للدولة العلية حيث ضمنه نتائج الوقائع السالفة إجمالاً، دون التعرض لمفرداتها خوفاً من التطويل، من ابتداء السلطان عثمان الأول إلى جلوس السلطان الغازي (عبد الحميد خان الثاني)، لأن الماضي مرآة المستقبل عقلاً، وللعقل إصابة بالظن معرفة ما سيكون بما كان. وزاد واقعة تونس الحاصلة في سنة 1298، ذكرها موعظة للأمة الإسلامية ليتبع رجالها طرق الرشاد، ثم أردف ذلك بذلك وصية بطرس الكبير وبعض من أعمال الدول في مبادئ الحرب الأخيرة.
