يتضمن الكتاب أربعة أبواب رئيسة حيث يتطرق الباب الأول إلى دور التعليم في التنمية بشكل عام، أما الباب الثاني فيتناول بالدراسة معدل العائد من التعليم من المنظورين النظري والتطبيقي بينما يتعرض الباب الثالث إلى العوائد الخاصة غير النقدية من التعليم وبالتحديد تقليص معدل الخصوبة وتحسين صحة الأفراد كنموذجين، أخيراً يناقش الباب الرابع العوائد الإجتماعية غير النقدية وبالأساس تقليص معدلات الجريمة وتعزيز الديمقراطية والسلوك المدني كنموذجين أيضاً.
