منذ انعقاده كان مؤتمر الطائف، ولا يزال، موضع جدل، وأداة توظيف سياسية، تبعاً لمواقع الرفض، شكلاً ومضموناً، أو التأييد، مصلحةً واستغلالاً. وغداة العودة من الطائف شارك مؤلف الكتاب إدمون رزق ونخبة من الغيارى على الوطن في محاولة إعادة بناء الدولة، على اساس المصالحة، فعملوا معاً على تأكيد استمرار السلطة التشريعية، عبر تجديد هيئة مكتب المجلس النيابي، وتصديق "وثيقة الوفاق الوطني"، وانتخاب رئيس للجمهورية – المغفور له الشهيد رينيه معوض – لكن المحاولة لم تنجح، بسبب جريمة اغتيال مزدوج، للرئيس والوثيقة. وهذا الكتاب يقدم إلى اللبنانيين، والدول الشقيقة والصديقة للبنان، وكل معني بالنضال من أجل القضايا العادلة، مجموعة البيانات التي أصدرها على امتداد ثلاث سنوات لقاء الوثيقة والدستور (2 آب 2001 – 2 آب 2004) وهي تتضمن شهادات حيّة ومواقف ثابتة في سبيل الحق.
من عناوين البيانات التي يحتويها الكتاب نذكر: إعلان تأسيس "لقاء الوثيقة والدستور"، فاجعة 11 أيلول – نقض الوفاق وخرق الدستور، مواجهة الفتنة بالوحدة، سلطة الأمر الواقع ... الخ.
واستكمالاً للتوثيق، تضمن الكتاب ثلاثة ملاحق هي:
بيان تفصيلي بأسماء نواب الأمة المنتخبين سنة 1972، في آخر تعبير حر عن إرادة الشعب اللبناني.
نص وثيقة الوفاق، كما أقرّ في الطائف وصُدّق في القليعات.
الدستور اللبناني الصادر في 22 أيار 1926 والمعدّل بالقانون الدستوري رقم 18 تاريخ 21 أيلول 1990.
