عندما ينتظم عقد مجموعة من الأفراد من أجل تحقيق هدف معين، يصبح من الضروري عندئذ أن تكون هناك إدارة تعمل على تهيئة الظروف، وتنظيم الجهود، من أجل الوصول إلى الأهداف المطلوبة.
ووظيفة الإدارة وظيفة ضرورية لتحقيق الأهداف، وهي لا تخص شخصاً واحداً في التنظيم، بل تمتد لتشمل جميع المستويات الإدارية، وأنها إذا ما نجحت في إيجاد التنسيق بين الوظائف، وتهيئة الأجواء المناسبة للعمل، ضمنت بالتالي تحقيق الأهداف، فالإدارة إذن معيار للنجاح أو الفشل.
كما أحدثت التطورات التكنولوجية - وما زالت تحدث - تغيرات كثيرة في تشكيل الإدارة وأنماطها، وأصبح على القائمين بالأعمال الإدارية أن يواجهوا تحديات التنظيمات البشرية والعلاقات الإنسانية وتعقيداتها، كما أصبح أهم ما يميز الإدارة هو إستخدامها وتطبيقها لأدوات وأساليب ونتائج الكثير من البحوث والدراسات في ميادين المعرفة.
ومن المؤسسات الصناعية والتجارية والعسكرية انتقل علم الإدارة إلى مجال التربية والتعليم، فظهر نتيجة لذلك نظريات تتصل بالإدارة التربوية، ولذا يعتبر ميدان الإدارة التربوية والتعليمية من الميادين الأحدث في مجال الإدارة، وإن كانت الممارسات الفعلية لها قديمة قدم الحضارة البشرية ذاتها، واعتمد علم الإدارة التربوية في تطوره على مفاهيم الإدارة في الصناعة والتجارة والمجال العسكري وإدارة الأعمال في النصف الأول من القرن العشرين.
في هذا المجال جاء هذا الكتاب "الإدارة الإلكترونية" ليكون مدخلاً في دراسة الإدارة التعليمية وذلك في سبعة فصول وفق ما يلي: الفصل الأول: "تطور الفكر الإداري"، الفصل الثاني: "ماهية الإدارة العامة والتعليمية ومجالاتها ومستوياتها"، الفصل الثالث: "التطور الإداري وماهية الإدارة الإلكترونية" الفصل الرابع: "منصة تكنولوجيا الإدارة الإلكترونية"، الفصل الخامس: "أعمال الإدارة الإلكترونية والحوكمة ومستوياتها"، الفصل السادس: "هندسة عمليات المنظمة ووظائفها الإلكترونية"، الفصل السابع: "وظائف عملية الإدارة الإلكترونية".
