من خلال تحليله لأركان مفهوم الدولة - الأمة الذي تقوم عليه فكرة الدولة العربية الحديثة، يحاول الباحث الوصول إلى جذور أزمة الشرعية التي يعيشها كلّ نظام سياسي عربي، وكل دولة قطرية عربية، وذلك منذ إنشائها على أسس تسوية توفيقية بين الإنتماء القومي والهوية القطرية.
إنّ العلاقة بين المجتمع ودولته هي علاقة جدليّة يحكمها التوازي والإتّساق؛ فبقدر ما تكون "الدولة" تمثيلاً أميناً للتفاعل والتوازن بين قوى المجتمع المختلفة (حجماً ونوعاً ومصالح ووعياً)، بقدر ما تكون السلطة في هذه الدولة "شرعية" بالمعنى السوسيولوجي الواسع لمصطلح الشرعية.
كما أنّ شرعية النظام السياسي، والقرار السياسي بشكل عام، لا تقاس، فقط، من خلال مشروعيته، أي في مطابقته للدستور وللقواعد القانونية، بل في أن يكون النظام السياسي نظاماً شرعياً، يعني أن يكون في تأسيسه وفي ممارسته للسلطة بواسطة مؤسساته، مطابقاً لأماني "الأمّة" أو "الشعب" ومعتقداته، وقادراً على تلبية طموحاته وحاجاته.
