يتناول هذا الكتاب موضوع مشكلة المخدرات في البلاد العربية وألمانيا انطلاقاً من أبحاث علم الإجرام والعلوم الجزائية الأخرى. الفضل الأساسي لهذا البحث يكمن في أنه فتح الباب الموصد تماماً منذ زمن بعيد بين ثقافتين قانونيتين كبيرتين وعريقتين. فضلاً عن أنه يقدم عرضاً موضوعياً دقيقاً لقانون المخدرات الألماني ولقوانين المخدرات في البلاد العربية، ويطلعنا على حجم ظاهرة المخدرات في البلاد موضوع المقارنة وأساليب معالجتها. كما أنه يعالج بإسهاب المؤيدات الجزائية لجرائم المخدرات ويبحث في أساليب معاملة الفاعل المدمن.
إن أكثير ما يثير الاهتمام في هذا البحث هو المشكلة الذائعة الصيت في ألمانيا والتي تتعلق بكمية المخدر، وهي مشكلة غير معروفة في البلاد العربية، على اعتبار أن قوانين المخدرات في البلاد العربية تفرض العقاب لكل اتصال غير مشروع بالمخدرات مهما كانت الكمية ضئيلة طالما أن لها كياناً مادياً محسوساً. هذا بالإضافة إلى مشكلة الاتصال غير المشروح بالمخدرات الثقيلة مثل الهيروين والكوكايين وغيرها، والتي تعتبر سبباً مشدداً في القانون المصري مثلاً، وهذا يعني وجود تفريق بين المخدرات الخفيفة والمخدرات الثقيلة، ما يزال حتى الآن غير معروف في القانون الألماني.
