"حوار 1995" هو اللقاء التشاوري السنوي الأول الهادف إلى مناقشة "خطة الخمس سنوات" للتربية والتنمية في الطفولة المبكرة في برنامج عمل "ورشة الموارد العربية" جمع اللقاء مجموعة الموارد الاستشارية الإقليمية، وعدداً من العاملين في حقل تربية وتنمية الطفولة المبكرة وحقوق أخرى. وسعى المشاركون إلى إرساء ملكية جماعية للمشروع.
وهذا التقرير يوثق أعمال المؤتمر ويغطي الجوانب التالية: وصف لأعمال ورشة العمل، وصف السياق التربوي لبرنامج "تربية وتنمية الطفولة المبكرة المقترح"، مقدمة لدور وفلسفة "ورشة الموارد العربية" في تربية الطفولة المبكرة، وصف النموذج الشمولي التكاملي، وهو إطار مفاهيمي ثلاثي الأبعاد تعتمده ورشة الموارد العربية أساساً لبرامج التربية والتنمية في الطفولة المبكرة، التباحث في المبادئ الأساسية التي تشكل المكوّن الرئيسي في النموذج، عرض برنامج العمل المقترح للسنوات 1995-2000 مفرزاً بتوصيات المشاركين، إلى إن هذا التقرير أداة عمل. والهدف منه هو تسهيل الملكية الجماعية للبرنامج، وهو يحمل النقاش إن كل المهتمين بالموضوع، حتى ولو لم يشاركوا في اللقاء.
