تحتل الإجراءات الإدارية مركزاً ذو أهمية كبرى لأي بلد ويرجع ذلك إلى أنها الوسائل الواجبة الإتباع أمام القضاء لحسم ما يشجر بين الإدارة والأفراد، فهي تمثل ضماناً للحماية القانونية للخصوم كافة على حد سواء، إذ أن مقتضيات الحياة المتطورة قد قضت أن يتعامل الفرد مع الإدارة، هذا التعامل أدى إلى نشوء علاقات متبادلة سواء بين الموظف والإدارة أم بين الأفراد في معاملاتهم مع الإدارة.
وتكمن أهمية هذا الموضوع، بأن الكثير من الأشخاص ممن صدرت بحقهم قرارات إدارية يرون بأنها غير مشروعة أو اعتقدوا بعدم مشروعيتها، وأنها تلحق بهم ضرراً، فيبادورا إلى إقامة الدعوى على الإدارة لإستحصال حقهم أن جهلهم بالإجراءات الواجب إتباعها والشروط التي يجب مراعاتها من شأنها أن تفوت الفرصة عليهم لإستحصال حقوقهم.
وقد قسم المؤلف هذه الأطروحة بمبحث تمهيدي متناولاً فيه تعريف الدفوع لغة وإصطلاحاً، والتمييز بين الدفوع الشكلية والدفوع الموضوعية، وبما أن الدفوع الشكلية في القانون الإداري لها خصوصيتها وأهميتها عن الدفوع الشكلية في القانون العادي، وتناول في الفصل الأول عدم الإختصاص وناقش فيه إختصاص القضاء الإداري، وقد بحث في الفصل الثاني الدفع بعدم نظر الدعوى لإنتفاء شروط قبولها، أما الفصل الثالث فقد تناول فيه الدفوع المتصلة بإنعقاد الخصومة وسبق الفصل في الدعوى الإدارية، أما الفصل الأخير وهو الدفوع الموقفة لنظر الدعوى مؤقتاً.
