تتناول هذه الدراسة الموسعة التاريخ القانوني والسياسي للصندوق القومي اليهودي، ومساهماته في تحقيق المشروع الصهيوني في فلسطين قبل قيام إسرائيل وبعده. وتوضح الدراسة أن الصندوق القومي اليهودي لم ينظر إلى هدفه الأساسي، وهو "استملاك الأراضي في فلسطين لمصلحة الشعب اليهودي..."، على أنه غاية نهائية، إنما وسيلة للوصول إلى "الأهداف القومية الأوسع للصهيونية"، مبينة أن الصندوق لم يكن مجرد أداة من أجل جمع المال لأغراض الاستيطان، بل أيضاً إحدى الأدوات الأساسية التي أقامت بها الصهيونية دولتها في فلسطين.
