وقد لمسنا في تجربتنا الطويلة في تدريس السياسة أثر هذا المنهج بين الطلاب، فهم وإن كانوا يتهيبونه بادئ الأمر، إلا أن أصالة المراجع الكلاسيكية وشمولها، وما تهيئه من إتصال مباشر معين الفكر ومصادره سرعان ما تثير خيالهم، وتدرب أذهانهم على الفهم المستقل وتفتح أمامهم أبواب التفسير والتأويل وتجعل من عملية المعرفة السياسية متعة نفسية فوق الرضا العقلي وسعة الأفق التعليمي.
وذلك لأن هذه المراجع إنما يعبر كل منها عن تجربة تاريخية مباشرة في محاولة لبلوغ الحلول المناسبة لمشاكل المجتمع التنظيمية والقيمية على أسس من التصورات والأفكار السائدة، وهي بهذا تعطي ثقافة سياسية كلية تتجاوز في عموميتها الإنفلاقات التجزيئية التي تمخض عنها التخصص المتعدد في السياسة من نظرية سياسية ونظم سياسية وتاريخ للفكر السياسي وحكومات مقارنة وغير ذلك.
وقد تم تقسيم الكتاب إلى اثني عشر فصلاً، وفق ما يلي: الفصل الأول: "الدولة"، الفصل الثاني: "الدولة ونظرية العضوية"، الفصل الثالث: "الدولة ونظرية العقد الإجتماعي"، الفصل الرابع: "الدولة ونظرية القوة"، الفصل الخامس: "الدولة والنظرية المثالية"، الفصل السادس: "الديموقراطية"، الفصل السابع: "النظام الرأسمالي"، الفصل الثامن: "الدولة والمذهب الفردي"، الفصل التاسع: "الدولة والنظرية الإشتراكية"، الفصل العاشر: "النظام الدولي في القرن العشرين"، الفصل الحادي عشر: "النظم السياسية والتقسيم الجغرافي للسلطة"، الفصل الثاني عشر: "تنظيم الدولة وأنماط السلطة".
