والواقع أن القوى التي تؤثر في بعضها البعض، والتي تعمل مجتمعه على بقاء الدول النامية في حالة من التخلف الإقتصادي هي ذات وجهين: عرض رؤوس الأموال، وطلب رؤوس الأموال.
ويمكن القول بصفة عامة أن عروض رؤوس الأموال يتوقف على الرغبة في الإدخار مع القدرة عليه، بينما طلب رؤوس الأموال يتوقف على الحافز على الإستثمار.
فبالنسبة لعرض رؤوس الأموال نجد أن الدول النامية تتميز بضعف القدرة على الإدخار، وهذا يؤدي إلى نقص رؤوس الأموال الضرورية للتنمية الإقتصادية، أما بالنسبة لطلب رؤوس الأموال فنجد أن الدول النامية تتميز بضعف الحافز على الإستثمار، ويترتب على ذلك نقص رؤوس الأموال الضرورية للتنمية الإقتصادية.
لذلك، فإن توفير رؤوس الأموال الكافية سواء المحلية أو الأجنبية لتمويل المشروعات الطموحة تعد الشغل الشاغل بالنسبة للدول النامية في الوقت الراهن، وذلك بإنتهاج أساليب وسياسات مغرية في مجال الإستثمار.
ولدراسة هذا الموضوع وإثراته، اعتمدت الدراسة على التحليل المنهجي، الذي يتضمن مقدمة وفصلاً تمهيدياً وأربعة فصول وخاتمة، حيث تطرق الفصل الأول إلى أساسيات الإستثمار والتنمية الإقتصادية، أما الفصل الثاني فخصصه لدراسة واقع الإستثمار في الجزائر، وفي الفصل الثالث تعرض المؤلف إلى السياسات والإجراءات والحوافز المشجعة للإستثمار، وآفاق تطويرها في الجزائر، أما الفصل الرابع فخصصه لدراسة إنعكاسات تشجيع، وترقية الإستثمار على النمو والتنمية الإقتصادية.
