هذا معجم ثنائي اللغة للتعابير الإنكليزية متعددة الألفاظ والتي تعرف في اللغة الإنكليزية بـ fixed phrases أو mutli-word units، وتختلف هذه التعابير عن غيرها في أن دلالتها كوحدة واحدة تختلف، في معظم الأحوال، عن دلالات المفردات التي تشكلها. كما أنها غالباً ما ترد على نسق معين لا يسمح بتبديل العناصر اللفظية أو التحرير البنيوي باستخدام النفي أو الاستفهام أو صيغة المبني للمجهول. وتتكرر هذه العبارات في اللغة الإنكليزية (وفي اللغة العربية أيضاً) بحيث تشكل، وفق دراسات لفظية حديثة، نسبة لا بأس بها قد تبلغ في بعض الأحيان النصف في النص الكلامي أو الثلث في النص المكتوب. وهي تعتبر، نظراً لطبيعتها الخاصة، أحد الملامح الرئيسة التي تميز لغة الناطقين بالإنكليزية عن غيرهم ممن يتعلمون تلك اللغة كلغة أجنبية كما وتكسبها خاصية الطلاقة وسلامة التعبير.
وبشكل عام يهدف هذا المعجم إلى زيادة وعي الباحث والمترجم والطالب وفي المستويات المختلفة بظاهرة التعابير متعددة الألفاظ في اللغة الإنكليزية من خلال سردها مع مقابلاتها باللغة العربية. وتيسراً للوصول إلى العبارة المطلوبة في اللغة الإنكليزية فقد اهتم معد هذا المعجم بإدراج الكلمات العربية الرئيسية وبعض الكلمات النحوية كمادة في المعجم بحيث يجد الباحث ضالته بيسر، كما وسعى إلى ترتيب العبارات العربية ترتيباً أبجدياً.
أما فيما يتعلق بالسياق اللفظي والاستعمال فقد لجأ إلى تحديد السياقات اللفظية التي ترد فيها العبارة باللغتين العربية والإنكليزية، وكذلك اعتنى بإعطاء مثال أو أكثر على الاستعمال باللغة الإنكليزية.
