غالي شكرى غالب ( منوف، المنوفيه، 12 مارس 1935 - باريس، 10 مايو 1998 ) ، كاتب وباحث و ناقد و مؤرخ مصري كبير اشتهر بأبحاثه وكتبه النقديه الكتيرة. حصل على الدكتوراة من جامعة السوربون في فرنسا عن موضوع " النهضة والسقوط في الفكر المصري الحديث " الذي أشرف عليها المستشرق الفرنسي المشهور جاك بيرك. رأس تحرير مجلة " القاهرة ". تم تكريمه في مصر بجائزة الدولة التقديرية في الآداب سنة 1996.

ليس هذا الكتاب بحثاً أكاديمياً في عروبة مصر، وإنما تهدف هذه المجموعة من المقالات أن تتابع امتحان التاريخ لعروبة مصر. وهو امتحان عسير، عرفه وادي النيل منذ تعرب. منذ تخلخلت أوصال الدولة الإسلامية الواحدة وبدأ عصر الانحطاط الطويل في ظل السلطنة العثمانية. ومنذ سقوط دولة محمد علي إلى سقوط فاروق. كان الامتحان التاريخي لمصر هو عروبتها، لا من قبيل البحث عن الهوية، بل من حيث صياغة الحاضر والمستقبل.
والظاهرة التي تشكل قانوناً علمياً لتطور المجتمع المصري، هي أن تعريب مصر يعني استقلالها الوطني وتقدمها الاجتماعي والثقافي والحضاري، وأن مصر الإقليمية هي دائماً مصر المهزومة المتخلفة التابعة للأجنبي. لا حل وسطاً، بين عروبة مصر وانتصارها، وبين اقليميتها المهزومة.. فأما أن تكون مصر عربية أو لا تكون على الإطلاق.
وهذه المقالات ليست "كلام في السياسة"، بل هي أشبه ما تكون بالدفاع عن النفس.. المصرية. فقد كان ولا يزال هناك بعض العرب ينظرون إلى مصر من خلال تحولات السلطة فيها، ويحكمون على شعب بأسره عبر مواقف النظام الذي يحكمه ويتحكم في رقابه، أو عبر لحظات طارئة لا علاقة لها بالتاريخ، وإنما لها ألف علاقة بالتضليل الإعلامي المحكم. كما أن عرباً آخرين توهموا في سقوط النظام المصري سقوطاً لمصر، وراحوا يعدون أنفسهم كبدائل للقاهرة. الفريق الأول قد يكون مؤمناً بالعروبة كمجموعة من الشعارات المجردة، ولكنه ضعيف الإيمان بالشعوب، مهتز اليقين بالتاريخ.. فالحكم على شعب كامل من مواقف نظامه السياسي هو حكم على العروبة نفسها، بأنها شعارات أنظمة. والفريق الثاني يداري إقليميته المطلية بالعروبة وكأنه في اللاوعي يتمنى سقوط مصر ليحتل مكانها.
