العلامة المؤرخ أديب علماء دمشق وعالم أدبائها الشيخ عبد الرزاق البيطار كان من العلماء المبرزين في عصره وبلده، موصوفاً بعلو المكانة العلمية مع ما وهبه المولى جل وعلا من الأخلاق الكريمة والصفات الجليلة الحميدة التي ميزته عن علماء وقته، فهو المقرئ، والشاعر، والأديب الأريب الذي تشتاق النفوس إلى مجالسته ومسامرته، وذلك لفصيح لهجته وغزير مادته، وهو المسند الذي دارت عليه الأسانيد الدمشقية. كما كان في الدور الأخير من حياته من كبار دعاة الإصلاح جريئاً في الحق قوالاً به من غير محاباة ولا مداراة.
ولما كانت هذه صفاته ومكانته فقد أحب "محمد بن ناصر العجمي" أن يفرده بالترجمة ويوسع في ذكر أخباره ومناقبه، وصلاته بعلماء عصره وزمانه، وغير ذلك مما له صلة به.
