لا شك في أن المنهاج المقرر تدريسه في المراحل الدراسية على اختلاف مستوياتها، يعكس نظرة البناء الفوقي للدولة في كيفية صياغة عقل الطالب وصقله، ورسم آلية تفكير موحدة بين أبناء الوطن الواحد.

من هذا المنطلق يمكن النظر إلى المنهاج التدريسي المعتمد في سورية الذي تشغل فيه فلسطين، والقضية الفلسطينية، حيزاً مهماً، يؤكد على عروبة فلسطين ومشروعية كفاح شعبها وعلى ضرورة توظيف الطاقات العربية بما يمكن الشعب العربي الفلسطيني من العودة إلى دياره وتقرير مصيره وبناء دولته المستقلة وعاصمتها القدس.
