يرسم هذا الكتاب صورة متكاملة لوضعية الشعر العربي في العصرين الأموي والعباسي, حيث تمثلت فيه مختلف التيارات والاتجاهات الاجتماعية, ولم يكن الشاعر العربي الابن المدلل في حضن السلطة كما يصور البعض بل كثيراً ما قضى الشعراء نحبهم بسبب مواقفهم السياسية مثل بشار بن برد, والمتنبي, وأبي فراس وغيرهم كثير. إن ما يعنينا هنا هو رصد نبض الشعر العربي تجاه الحياة السياسية بعامة, لتثبت أنه شعر يواكب الأحداث والمتغيرات ويعبر عن كل شرائح المجتمع واتجاهاته السياسية. وقد استشهد بالشعر السياسي لأنه يعبر عن معارضة سياسية, وليس بالضروري أن يكون كل ما استشهدنا به من شعر مضمونه مطابق للواقع دائماًً, وإنما الشعر السياسي من عادته أنه قد يقوم على الدعايات والإشاعات أحياناً أكثر مما يقوم على الوقائع الثابتة, وذلك لأن أمور السلاطين محاطة بقدر من السرية و الكتمان, فإذا تسربت قد تشوبها الشوائب ويزاد فيها وينسج حولها الأساطير, ووجود هذا الشعر ضمن كتب التراث دليل إلى أن الاعتراف بالرأي الآخر قائم, وأن التعددية روح هذه الأمة. بغض النظر عن مصداقية الرأي الآخر ومدى التزامه بالصدق والموضوعية. ويتحدث الكتاب عن نقد الخلفاء والأمراء, نقد الوزراء, نقد الولاة والقضاة, النقد السياسي العام, تأبين خصوم الدولة.
