وللإحاطة بالموضوع، تم تقسيم هذا المقرر إلى ثمانية وحدات توزعت وفق ما يلي:
الوحدة الأولى: طبيعة وأهمية نظام الإدارة المحلية والحكم المحلي.
الوحدة الثانية: النماذة الرئيسة العالمية للحكم المحلي والإدارة المحلية.
الوحدة الثالثة: تشكيل المجالس المحلية واختصاصاتها في فلسطين والعالم العربي.
الوحدة الرابعة: علاقة الحكومة المركزية بالسلطات المحلية.
الوحدة الخامسة: الهيئات المحلية تحت الإحتلال.
