في خضم الأحداث المتسارعة التي تمرّ بها المنطقة العربية وما يحيط بها من أطماع وأشباح وعواصف محلية و"إقليمية" و"خارجية". تهبّ عليها من كل حدب وصوب، تجد الشعوب العربية نفسها حيرى ماذا تفعل، كي تسترد الأرض والكرامة والمداسة في إسرائيل، الدولة العنصرية، التي تحتكر حقوق العرب وتجيّرها لنفسها ودونها العرب كلهم.
هذا التردي في الأوضاع السائدة في واقع العرب الجيوبوليتيكي، والاقتصادي، لصالح إسرائيل، لم يقابله العرب جميعاً بوقفة شجاعة تدعو العرب: شعوباً أنظمة ومفكرين، ليقفوا موقفاً موحداً في المستقبل، الذي بذر بقرونه، أبواب العرب جميعاً، سائلاً إياهم، أن: ماذا تفعلون بعد دخولنا القرن الواحد والعشرين، ودخول العالم كله في كيفية ضبط إيقاع الكون في القرن الجديد، أو إذا شئت، في الألفية الجديدة؟ وكتاب "الاتحاد العربي" في طبعته الثالثة، يدخل في جحيم عمل المستقبل، ويرسم للعالم العربي خارطة من الحلول، والبرامج التي إذا ما اعتمدت في الشعوب العربية وأنظمتها، لجعلت القرن الجديد قرناً عربياً حقاً، إذ هو "الاتحاد العربي" حقيقة، هو دعوة مفتوحة إلى العقل العربي، ليتلقف الاتحاد، الذي يعي ما هو دافع العرب، وينبغي فهم العلمانية، على حقيقتها، وعلى وضع الأسس الجوهرية للعمل ضمن اتحاد، يحفظ لكل دولة عربية حقوقها وحدودها، دون خوف من اعتداء أو اغتصاب أو ذوب. فالاتحاد العربي هو الهالة المنورة، التي تفتح نوافذها لكل جديد، وكما يدعو "سلام بلا حدود" الذي هو "سلام الشجعان" فالاتحاد العربي، يطبع القرن الواحد والعشرين بطابعه، الذي هو قرن المتغيرات، الموعود بها العالم ككل.
