كان "للشبيبي" أثر كبير على الأدب العربي الحديث لأنه يعد في طليعة الناهضين باتجاهاته المختلفة وأغراضه وأساليبه المتباينة، كما وكان له الأثر الكبير في عالم السياسة فهو ركن رصين من أركانها، ثبت الأسس الأصلية لبناء دولة عراقية مستقلة وعمل على وحدة عربية مؤمنة بالدين القويم وهو الإسلام.
وهدف "سمير الصّفار" من هذه الدراسة، هو البحث عن هذه الشخصية العراقية الفذة التي نقلب صفحاتها التي ارتبطت بواقع العصر منذ مطلع القرن العشرين حتى نهاية النصف الأول من العقد السادس، لذا كان لا بد للباحث من الكشف عن جوانب العصر الذي عاش فيه لمعرفة المعطيات الأولى التي جسدت كيانه الأدبي والسياسي، ثم دراسة فنه ونتاجه الشعري وتقديمهما بعد بيان مدى ارتباطه بالمجتمع العراقي خاصة والمجتمع العربي عامة وتلازمه معهما.
