يصطلح رجال الشرطة بمهمة حماية القانون وتعزيز سلطة الدولة وحماية الناس وصيانة النظام العام. وللشرطة وظائف كثيرة، تختلف من بلد لبلد ومن زمن إلى زمن كما أن الظروف الطبيعية التي تعمل في محيطها أجهزة الشرطة في الدول ذات المساحات الصحراوية الشاسعة تختلف عن تلك التي تكثر فيها الغابات أو المرتفعات، فهناك تباين في ملامح أجهزة الشرطة في مختلف الدول، وخصوصاً في الوظائف الثلاث التي تمارسها الشرطة وهي الوظيفة الإدارية والقضائية والاجتماعية.
لذا فإن ما تقوم به الشرطة يتسم بالطابع الاجتماعي مما يتطلب دراية ومعرفة بعلوم النفس والإجرام والاجتماع غلى جانب ما يلمون به من علوم شرطية وقانونية وهذا ما يساعد رجال الشرطة على القيام بواجبهم على الوجه أكمل. واليوم أصبح من الممكن لرجل الشرطة أن يطلع على كل العلوم والتخصصات المتعلقة بعمله حيث يمكنه المعاجم والقواميس من التغلب على الصعوبات الناشئة عن قراءة النصوص الأجنبية المختلفة، إلا أن هذه المعاجم والقواميس إما أن تكون غير تخصصية تشمل جميع العلوم والفنون أو أن تكون معاجم مغرقة في التخصص إلى حد كبير.
ولذا جاء هذا المعجم ليلبي حاجة رجل الشرطة إلى معجم يضم شتات المصطلحات والتعابير والألفاظ المستخدمة في مختلف فروع المعرفة التي تتعلق بتخصصه، وقد حرص المؤلف على إدراج المفردات الشائعة مع ذكر استخداماتها المتعددة وعمل على تبسيطها إذ فصل بين المرادفات العربية بفواصل ليميز الفعال عن الأسماء والظروف.
