يعاني العرب، وهم يطلون على القرن الحادي والعشرين، الأزمة الكبرى للعالم الثالث، وهي أزمة الإنطلاق من الحضارة ما قبل الصناعية إلى الحضارة ما بعد الصناعية، التي تعرف بحضارة المعرفة. وفي سياق هذا التحدي الحضاري التاريخي يواجه العرب أزمات التخلف، والتجزئة، والأمية، والأمن الغذائي، والمديونية، وتفاوت المستويات العربية، وإستفحال الخطر الإسرائيلي. وتعتريهم أزمات قطرية مميتة. كحرب لبنان، وحرب جنوب السودان، وحرب الصحراء في المغرب العربي، إلخ... ثم إن الأنهار التاريخية العربية الكبرى، الني بُنيت على ضفافها أعرق الحضارات الإنسانية، يهددها المتحكمون بمنابعها خارج الوطن العربي. كل هذه الأزمات تحمل الذين لم يعوا الطاقة الإبداعية للأمة العربية على اليأس من مستقبل العرب، وعلى المناداة بنهاية الأمة العربية وبأفول الفكرة العربية. لكن الدكتور صعب يتابع في هذا الكتاب النظرية التي صاغها في كتابه " تحديث العقل العربي "، والتي إعتبر فيها أن هذه الصعوبات التي تطالع العرب هي تحديات لهم لصناعة مستقبل أفضل من حاضرهم ومن ماضيهم. لقد حقق العرب في القرن العشرين معجزة التحرر السياسي، فتطوروا من ولايات عثمانية ومستعمرات أوروبية في بداية القرن إلى دول سيدة ومستقلة في نهايته. وستكون لهم في القرن الحادي والعشرين المشاركة العبقرية في الإبداع الحضاري الإنساني. فكيف سيبدع العرب مستقبلهم؟
