إن أكثر مخلفات الإستعمار أثراً في بلدان العالم الثالث هي التبعية بمختلف أنواعها، ولعل أشد أنواع هذه التبعية خطراً هي التبعية الفكرية، فنسخ كل ما يأتي من أوروبا وأمريكا من جديد والأخذ به والتطبيق الأعمى له دون مراعاة لحاجات ومتطلبات مجتمعاتنا نفسها هي بعض مظاهر هذه التبعية ويصبح الأمر أكثر خطورة عندما تكون المسألة المطروحة هامة كمسألة الطاقة والتي لم يعد هناك أي مجال لتأجيل نقاشها، فمصادر الطاقة المعروفة حالياً آخذة بالتناقض السريع.
والخطر يكمن هنا مجدداً في وقوف البلدان المتخلفة موقف المتفرج والمنتظر لها تقرره وتختاره بلدان أوروبا وأمريكا متناسية أن الحلول المختارة في تلك البلدان تتناسب أولاً وأخيراً مع متطلباتها وإمكانياتها ورغبتها في زيادة سيطرتها على بلداننا وليس مع إمكانياتنا ومتطلباتنا نحن، إن هذا الإنتظار لن يزيد إذا إلا من تبعيتنا وتأخرنا.
إننا نعتقد جازمين أن مسألة تقرير وإختيار هذا المصدر أو ذاك للطاقة كبديل عن البترول هي مسألة تمس حياة كل إنسان، وبالتالي فمن حق بل ومن واجب كل فرد أن يشارك مشاركة فعلية فيها، وليس كتابنا هذا إلا محاولة بسيطة متواضعة نأمل منها لفت إنتباه القراء إلى أحد مصادر الطاقة الذي ما زال مهمل عمداً ألا وهو الطاقة الشمسية، وبالتالي إعطائهم إمكانية تجعلهم أكثر قدرة على المساهمة الفعالة ليس في النقاش النظري فحسب بل بالمشاركة العملية والتي لها الكلمة الأخيرة في حسم هذا النقاش.
