يتناول هذا العمل كيف تضمن الفكر الاصلاحي العربي الاسلامي نقداً واعياً للاستبداد كنظام حكم وانحيازاً الى مبدأ الحرية تحت تأثير عوامل داخلية وخصوصاً واقع المجتمع وتحت تأثير الفكر الليبرالي الغربي مهما كانت درجة وعمق الاطلاع المباشر عليه وصيغ استيعابه والتوليف بينه وبين المنظومة الفكرية والذهنية العربية الاسلامية .
وقد أثر الوضع الجغراسياسي والواقع التاريخي والسياسي للبلدان العربية الاسلامية منذ مطلع القرن التاسع عشر (وخصوصاً ما يتعلق باخطار السقوط تحت النفوذ الاستعماري الاوروبي، وتفكك الامبراطورية العثمانية، وتأكد الخطر الصهيوني) في مفهوم الحرية كما بلوره الخطاب الاصلاحي حيث انه جاء مطابقا لمدلول التحرر الوطني احيانا، والتخلص من هيمنة العنصر الاجنبي او من الطغيان السياسي والعسكري، احياناً أخرى، اي أن فكرة الحرية السياسية لم تكن كما كان ذلك خلال التجربة الاوروبية نتيجة تراكمات فلسفية وفقهية و فنية ونضالات سياسية واجتماعية وثقافية عبر العقود والقرون، بل انها جاءت دون ارضية فكرية ومرجعية نظرية متماسكة.
