نشأ علم الإجتماع السياسي في إطار جدلية العلاقة بين ما هو "سياسي"، وما هذو "مجتمعي"، أي في إطار حقيقة أن "السياسة" بمعناها الواسع، لا تعدو أن تكون أكثر من أحد أشكال النشاط الإنساني، التي تمارس في نطاق البناء الكلي للمجتمع.
ولذا يتعذر - علمياً وعملياً، فصل الظواهر السياسية عن سياقها المجتمعي، والنظر إليها بمعزل عن مجريات الأمور في المجتمع، طالما أن "السياسة" بالمعنى العام، هي جزء من هذا المجتمع؛ وعليه فإن علم الإجتماع السياسي - هو العلم الذي يتناول دراسة الظواهر السياسية، على إختلاف ألوانها في إطارها المجتمعي.
والحق أن علم الإجتماع السياسي، الذي نشأ وترعرع في كنف العلاقة بين السياسي والإجتماعي، قد شهد تطوراً ملحوظاً خلال السنوات والعقود القليلة الماضية، إذ برز كفرع متميز في نطاق العلوم الإجتماعية، ليركز إهتمامه على معالجة العديد من القضايا والمسائل ذات الأهمية المجتمعية البارزة، مثل الصراع السياسي، والديمقراطية، والمواطنة، والتنشئة السياسية وغيرها.
ضمن هذا السياق يشكل هذا الكتاب - وهو كتاب منهجي أساساً، تم إعداده لطلاب علم الإجتماع وعلم السياسة في مراحل التعليم العالي المختلفة، وخاصة مرحلة الدراسات العليا - محاولة لإلقاء الضوء على بعض القضايا الرئيسة لهذا العلم التي تتناول ثلاث قضايا رئيسة بالشرح والتحليل، وهي كل من السلطة، والدولة، والنخبة.
