تعامل الأردن مع ظاهرة التخاصية بدرجة عالية من التأني والعناية، وبدأ بتنفيذ عمليات التخاصية بعد مرحلة طويلة من الإعداد والتحضير والدراسة، وكان ذلك نابعاً من الحرص الشديد على تدارك وتجنب أية تداعيات سلبية متوقعة لسياسة التخاصية على كافة الأطراف ذات العلاقة.
ولم يتعامل الأردن مع التخاصية كظاهرة آنية وطارئة وإنما كنموذج متقدم للتنمية الإقتصادية، له آثاره القصيرة والمتوسطة والطويلة المدى، وقد عملت الحكومات الأردنية المتعاقبة منذ أواخر الثمانينيات على تهيئة الأطر التشريعية والمؤسسية والتنظيمية لتتلاءم مع عناصر برامج التحول والتصحيح الإقتصادي ومن بينها التخاصية.
وتأتي أهمية هذا الدراسة من كونها الأولى في المملكة التي تتناول بالبحث والتحليل الشاملين مجمل تجربة الأردن في التخاصية، وهي من أنجح التجارب في الوطن العربي ودول العالم الثالث بشهادة أهم المؤسسات الدولية، وقد عرجت الدراسة في بعض الأجزاء على تجارب الدول المتقدمة والنامية بالإضافة إلى النظرية الإقتصادية، وقيمت الآثار الأولية للتخاصية على بعض المتغيرات الإقتصادية الكلية والجزئية، وذلك بالإعتماد على نتائج عمليات المؤسسات التي جرى إعادة هيكلتها وخصخصتها.
ويعتبر مؤلف هذا الكتاب من الخبراء القلائل في مجال التخاصية في الأردن من الناحيتين العلمية والعملية، فالمؤلف يحمل أعلى الدرجات العلمية في مادة الإقتصاد من أعرق الجامعات البريطانية منذ عام 1996، وقد أعد أطروحة الدكتوراه في موضوع التخاصية، ومن ناحية الخبرة العملية، عمل المؤلف في الهيئة التنفيذية للتخاصية وكان عضواً فاعلاً في العديد من اللجان الفنية لخصخصة المؤسسات العامة في الأردن.
