تعتبر الموازنة والتخطيط أداتين هامتين من أدوات تحديد الأهداف القومية وتقرير الأولويات، فمن خلالهما يمكن إستغلال الموارد وإعادة تخصيصها على أكفأ وجه واتمه.
ومع أن هاتين العمليتين ليستا حديثتي العهد ومع أن التخطيط عرف منذ غابر الأزمنة وتطور مع تطور الحضارات، إلا أن تطور العمليتين الحقيقي والإصلاحات التي ادخلت عليهما يعود إلى العشرينات من هذا القرن.
وفي الدول الصناعية المتقدمة، خاصة الدول الرأسمالية، لا تزال العلاقة بين العمليتين غامضة، ويعود السبب في ذلك إلى المعارضة التي واجهها التخطيط ولا يزال يواجهها من عدة جهات في المجتمع الرأسمالي، كما يتمكن أن نعزو ذلك أيضاً إلى إهمال علماء الإدارة المالية للتعرض إلى هذه العلاقة والربط بين العمليتين.
أما في الدول النامية فقد زادت أهمية العمليتين منذ أن حصلت تلك الدول على الإستقلال السياسي، ولما كانت المجتمعات المتقدمة والنامية على السواء تواجه صعوبات ومشكلات مشتركة - سواء كان ذلك في مجال التفجير السكاني أو التحضير والتصنيع والنمو التكنولوجي والتدهور البيئي وخطر الحرب والفناء وتغير الإتجاهات والثقافات والحضارات - فإن نمو المجتمعات وبقاءها يعتمد إلى حد كبير على حكومات تلك الدول في مواجهة التحديات بشكل فاعل Proactive بدلاً من الإنتظار إلى أن تحل الكوارث والنكبات وعندها يكون التخطيط اللاحق غير ذي فاعلية أو جدوى.
تقوم هذه الدراسة على إفتراض أساسي يقضي بأن التخطيط والموازنة أهم عمليتين لإعادة توزيع الموارد وتخصيصها، وإذا أمكن إعادة تصميم العلاقة بين العمليتين بشكل يعكس المتطلبات الإدارية والتنظيمية والإقتصادية والسياسية لبلد ما فإن ذلك من شأنه أن يساعد البلد المعني على التطور والتقدم.
وبناء على هذه الإفتراضات سنحاول في هذه الدراسة تتبع العلاقة بين التخطيط والموازنة كما تطورت في المجتمعات الصناعية (خاصة الرأسمالية) ومن ثم محاولة الإستفادة من تلك العلاقة في معالجة مشكلات الدول النامية.
وليس مرد إهتمامنا محاولة المقارنة بين البيئات المتقدمة والنامية بقدر ما هي محاولة البحث في إمكانية نقل نموذج يوضح العلاقة بين التخطيط والموازنة من بيئة متقدمة إلى أخرى نامية.
