عارف تامر العلي (1921 - 1998 م) هو كاتب وشاعر، من أهل سوريا.
ولد في القدموس تابعة لمحافظة طرطوس لأسرة تنتمي لفرع محمد شاه من الاسماعيلية النزارية. وتخرج في كلية الآداب التابعة لجامعة القديس يوسف ببيروت، وحصل على شهادة الدكتوراه في مونتريال في كندا. وعمل مدرسا للغة الفرنسية في ثانويات السلمية، وكذلك درس مادة تاريخ الشرق الأوسط في جامعة القديس يوسف في بيروت.

تعتبر حياة الشاعر الأمير تميم بن الإمام المعز لدين الله الفاطمي مقفلة من جميع أبوابها، وغامضة أشد الغرض من جميع نواحيها، فالمراجع التي تحدثت عن هذا الأمير لا تقصى إلا الجزء اليسير عن حياته القصيرة، ولا تصف تلك الأيام التي عاشها هذا الشاعر الأنيق المغمور. وتكاد تجمع هذه المراجع على أن تميماً هو: ابن الخليفة الفاطمي الإمام المعز لدين الله فاتح مصر، وأخ لخليفة من الخلفاء الفاطميين هو العزيز بالله وقد أطنب تميم في مدحه، وعاش تحت كنفه.
عن هذا الأمير يتحدث الباحث في هذا الكتاب متوقفاً عند سيرته الغامضة وأخباره، وشخصيته، ومن ثم قام بدراسة غزل تميم من خلال شعره وحياته، وتوقف عند محراب الجمال والغزل، محلقاً تارة في الأعالي حيث الإلحان والأنغام، وهابطاً مرة ثانية حيث الماء والخضرة والرياض والغناء، من ثم تناول الوصف وأثره في شعره، والفخر ومظاهره في شعره، والمديح. ولما كان للمرأة أثرها الأكبر في شعر تميم فقد توقف الباحث مطولاً عند هذه النقطة باحثاً ودارساً ومحللاً.
