يُعتبر إنشاء المحاكم الإقليمية لحقوق الإنسان من أهم الميزات التي يتمتع بها القانون الدولي لحقوق الإنسان ، حيث أنشأت المنظمات الإقليمية هذه المحاكم ، كالمحكمة الأوروبية لحقوق الإنسان الأمريكية لحقوق الإنسان ، الإفريقية لحقوق الإنسان والشعوب ، والمحكمة العربية لحقوق الإنسان .
يتناول هذا الكتاب الحديث بشكل خاص عن آفاق ومستقبل المحكمة العربية لحقوق الإنسان ، إذ يعتبر إضافة قانونية كبيرة إلى المكتبات العربية ليسد ثغرة عن موضوع كثر الحديث عنه ، وتباينت وجهات النظر حوله ، وتعددت كذلك الإنتقادات والملاحظات بخصوصه .
مؤلف هذا الكتاب أكاديمي حاصل على درجة الماجستير في الحقوق من جامعة بيروت العربية بتقدير امتياز ، وأستاذ محامي في نقابة المحامين .
ينقسم هذا الكتاب إلى فصلين : تم تكريس الفصل الأول للحديث عن نطاق عمل المحكمة العربية لحقوق الإنسان . فنتعرف من ناحية على اختصاصات هذه المحكمة العربية ، وعلى سريان عملها ، بالإضافة إلى الطبيعة القانونية للمحكمة ، وعلاقاتها مع القضاء الوطني .
أما الفصل الثاني تم تكريسه للحديث عن التحديات التي تواجه عمل المحكمة العربية لحقوق الإنسان حيث يتناول كيفية تحريك الدعوى أمام هذه المحكمة ، من طرف ، وآلية تنفيذ الأحكام الصادرة عنها ، من طرف آخر .
" ولطالما تم كشف النقاب عن النظام الأساسي للمحكمة العربية لحقوق الإنسان ، يبقى السؤال الذي يطرح نفسه متى ستبصر المحكمة العربية لحقوق الإنسان النور ، وتباشر عملها وتساهم في حماية وتعزيز حقوق الإنسان في عالمنا العربي " .
