اعتبرت جامعة البلمند، منذ تأسيسها، أن اللغة العربية هي جزء لا يتجزأ من هويتها، فتعاملت مع اللغة العربية بشكل دينامي من حيث الاهتمام الاكاديمي، بتعليمها، واستعمالها، وتطوير قدراتها التواصلية، أوكلت مهمة تجسيد هذا الواقع إلى كلية الآداب والعلوم النفسانية في الجامعة، من خلال قسم اللغة العربية وآدابها، ولكن بالتعاون مع أقسام أخرى، كاللغات الحية والإعلام والعلوم التربوية. على هذا الأساس دعت الكلية في السابق الى مؤتمرين مميزين في هذا المجال: ركز الأول على "اللغة العربية وإشكالية لغة التعليم في لبنان"، وركز الثاني على "أوضاع اللغة العربية في لبنان"، بالإضافة إلى مؤتمر ثالث تم تكريس هذا الكتاب لأعماله وهو حول "علم النفس اللغوي" في السياق نفسه. يتعدى موضوع اللغة العربية والتعامل معها مسألة تقنيات التعليم والمناهج إلى ما هو أبعد من ذلك بكثير، ويطال فعلا العملية النهائية بحد ذاتها.
لذا أعتبر قسم العلوم التربوية في الكلية، الذي أطلق هذا المشروع، أنه لا يمكن مقاربة مشكلة التأهيل اللغوي إلا استنادا الى علم النفس اللغوي، وموضوع التداخل اللغوي في لبنان، ورضوخ الهدف التواصلي من تعليم اللغة وحدوده. وقد أوضحت إشكالية المؤتمر هذا الموضوع حيث تم فيه إطلاق الأبحاث في هذا المجال، مما دعا إلى تضافر الجهود القائمة في هذا الصدد في أكثر من جامعة في لبنان. والغاية تحسين الأداء التربوي في موضوع التأهيل اللغوي. وتتميما للفائدة تم جمع أعمال ومحاضرات هذا المؤتمر بين دفتي هذا الكتاب ليتمكن أكبر عدد من العاملين في الحقل التربوي واللغوي الاستفادة من خبرات وعلوم من شارك في هذا المؤتمر من مفكرين ولغويين وتربويين ومدرسين.
