يمثل هذا الكتاب حصيلة قراءاات المؤلف المكثفة حول قادة الشرطة المصرية ومقابلاته المنتقاة لرجالها ولدراساته العميقة لدور جهاز الشرطة المصرية يمثل جهازاً أمنياً هو من أهم أجهزة الدولة، في الحياة السياسية في النصف الثاني من القرن العشرين في مصر.
حاول المؤلف أن يكون منصفاً ودقيقاً وعميقاً في ذات الوقت كما كان حرصه أشد على الإجتهاد في التحليل وفي دقة التوثيق، وسيلمس القارئ بأن المؤلف في كتابه هذا أمكنه التوصل إلى أشياء ذات قيمة، وإلى نهايات لا بأس بها في موضوع مهم شائك ومشوق في ذات الوقت ثم إستهلال الكتاب بمقدمة عامة ومكثفة، ليستعرض المؤلف بعدها وخلال الأبواب المتتالية للكتاب كل ما هو متاح من نصوص الوثائق والدراسات المتاحة التي أبانت في التطورات التي مر بها جهاز الشرطة المصري أو مؤسسة الشرطة المصرية في عهد الثورة كما تتناول المؤلف بالتحليل بعض التجارب التي واجهتها الشرطة طيلة عهود الثورة، متحدثاً من ثمَّ وبشيء من الإيجاز عن بعض الإنجازات التي إستطاعة الشرطة تحقيقها، ودارساً ششخصية قادة الشرطة الذين تقلدوا مناصب سياسية وتنفيذية، مشيراً بدقة إلى تطور توليهم للمناصب وتنقلهم فيها، مع ما قد يعطيه هذا من دلالات سريعة أو عميقة لدور الشرطي في السياسة المصرية.
وقد حرص المؤلف، ومن أجل صدق الصورة التي يقدمها في هذا الكتاب، على نقل القارئ إلى مناخ تفكير قادة الشرطة في المواقف والأزمات التي مروا بها، ومن أجل ذلك سمح لنفسه أن تكون إستشهاداته وإقتباساته من أحاديثهم وكتاباتهم مطولة نوعاً ما.
وأما الغاية في نشر هذا الكتاب فهو أن يكون فاتحة لنشر دراسات أخرى مماثلة بدأالمؤلف في إعدادها عن إسهامات أصحاب المهن الأخرى في الحياة السياسية في عهد الثورة.
