يدرس هذا الكتاب أثر العائدات النفطية على الإستثمار والنمو في قطاعي الصناعات التحويلية والزراعة بــ"ليبيا" خلال الفترة (1973- 2002)، كما يتطرق الكتاب إلى وضع الإقتصاد الليبي منذ العام (1855) حتى مرحلة إكتشاف وتصدير النفط، وكذلك تطور العائدات النفطية ونصيب الفرد من الناتج المحلي الإجمالي خلال الفترة (1960- 1972).
في محاولة من الكتاب لإستكشاف أو تحديد ما إذا كانت هذه العائدات النفطية قد أثرت تأثيراً إيجابياً وقوياً على الإستثمار ومعدلات الإنتاج من كلا القطاعين أم لا وبالتالي مدى تأثيرها ومعدلات الإنتاج في كلا القطاعين أم لا وبالتالي مدى تأثيرها على إحداث تنوع في مصادر الدخل القومي، ثم يعمد إلى إبراز عوامل تحسين كفاءة القطاعين بإيجاد معايير مناسبة للمشروعات الإستثمارية الإقتصادية بالقطاعين المذكورين، حيث افترض أن هناك ضعفاً في أثر العائدات النفطية على الإستثمار في قطاعي الصناعات التحويلية والزراعة، وكذلك في معدلات نمو الإنتاج.
هذا ويتبع الكاتب في دراسته هذه الطرق التحليلية والقياسية للتعرف على أهم إتجاهات الإقتصاد الليبي وتطوره خلال الأعوام المذكورة في هذا البحث ويشدد على ضرورة وجود قوانين والتشريعات تنظم الحيازات الزراعية بغرض رفع كفاءة الإنتاج الزراعي، وأهمية تأيل العنصر البشري لإدارة الإستثمار في كلا القطاعين والوصول إلى مستوى مناسب من التشغيل الأمثل...
