يعالج هذا الكتاب موضوع الإنتفاضة مقارناً بينها وبين الحرب، ضارباً على ذلك الأمثال المستخلصة من التاريخ قديمه وحديثه، وهو مقسم إلى ستة وعشرين فضلاً مسبوقة بمقدمتين توضيحيتين، يتناول الفصل الأول معنى الإنتفاضة وتاريخها وأقوال المؤلفين والمؤرخين فيها والنظريات المختلفة حول أنواع الإنتفاضة، وهل تكون سلمية سياسية ام جماهيرية غوغائية، أم ثورية عامة؟...
ويفرد الكتاب ثلاثة فصول هي الفصل السابع والثامن والتاسع لموضوع الجماهير وموقعها من كل إنتفاضة؛ شارحاً كذلك الدور الذي يجب أن نضطلع به القوات النظامية من جيش وشرطة وأمن إبان الإنتفاضة وبعدها.
كما لم يغب عن بال المؤلف معالجة الشؤون النفسية فأفرد لها أبواباً يشرح فيها مختلف تصرفات الجماهير، معدداً الأسباب والمسببات، مبيناً الفوارق بين نفسية شعب وشعب وبين زعيم وزعيم، ومدى نجاح هذا الزعيم وإخفاق ذلك، مستشهداً على ذلك كله بأمثلة من التاريخ ما زالت تتفاعل حتى يومنا هذا.
