انطلاقاً من قول النبي محمد صلى الله عليه وآله وسلم: (الدين النصيحة، قلنا لمن؟ قال: لله ولكتابه ولرسوله ولأئمة المسلمين وعامتهم) نضع بين أيديكم هذه الرسالة. وإن المملكة العربية السعودية حبيبة إلى قلب كل مسلم، وإن حكامها وعلى رأسهم خادم الحرمين الشريفين يبذلون قصارى جهدهم في خدمة ضيوف الرحمن من الحجاج والمعتمرين ولكنكم بتصرفاتكم الشاذة التي ذكرتها في هذا الكتاب إنما تسيئون إلى حكام هذه الدول الناهضة الذين ألقو أمانة الأمور الشرعية والدينية على عاتقكم، فحافظوا على هذه الأمانة، ولا تدخلوا فيها أهواءكم وأمزاجكم حتى لا يجد المتربصون ثغرة بهذه الدولة للاحتجاج عليها بعد كفاءتها في حماية المعالم والأمور الشرعية في مدن المقدسات الإسلامية. فاتقوا الله في دينكم وفي دولتكم وفي إسلامكم وفي المسلمين، واحرصوا على لم الشمل والإبتعاد عن تفريق المسلمين.
