أصبح الآن استخدام الحاسب الإلكترونى (وهو ما يسمى في بعض الدول الأسباب الآلي أو الحاسوب) الأساس ضمن التقنيات المختلفة التي تتسابق المصارف على استخدامها لتطوير أعمالها، ولقد حقق ذلك للمصارف العديد من الفوائد التي تتركز في الاقتصاد في النفقات والدقة، وإمكانية مقابلة التوسعات في العمل بمرونة أكبر. إلا أن ذلك خلق على الجانب الآخر الحاجة إلى تغيير أسلوب التدقيق الداخلي ليتناسب مع هذه التقنية وبما لا يخل في النهاية بأهداف الرقابة الداخلية في البنوك والتي يجيء في مقدمتها الحد من ارتكاب الأخطاء واكتشاف الغش والتلاعب. ومنذ عام 1985 وموضوع التدقيق والرقابة في ظل استخدام الحاسبات الإلكترونية، يعد من الموضوعات التي تحتل أولوية متقدمة في خطط الاتحاد وأعماله. وبالتالي فقد عمد اتحاد المصارف العربية إلى عقد العديد من الندوات المصرفية والدورات التدريبية للمسؤولين في المصارف والمؤسسات المالية العربية هادفاً ذلك تزويد هؤلاء المسؤولين بالوسائل الناجعة في الحد من الأخطاء والغش في نظام الحاسب الآلي، وتدعيم معارفهم بضوابط الرقابة الداخلية، وكذلك الوسائل المختلفة للأمان على أعمال الحاسب الإلكترونى.
ولم يكتف الاتحاد بالدورات التدريبية وإنما أصدر الكتاب الأول في الموضوع عام 1986 ونفذت جميع نسخه، وأعيد طبعه عام 1989 بشكل منقح ونفدت جميع النسخ أيضاً. والآن بناء على طلب المصارف والعالمين بها تم إصدار هذه الطبعة بتعديلات وإضافات متعددة عن الطبعتين السابقتين سيدركها القارئ خاصة فيما يتعلق بالجزء الخاص بتقييم الأداء بالمصارف في ظل استخدام الحاسبات الآلية باعتبار أن تقييم الأداء يدخل كأحد العناصر الهامة في التعريف الحديث للرقابة. ولعل من المناسب الإشارة إلى أن أسلوب إعداد هذا الكتاب يقوم على العرض المتسق لمجموعة من البحوث والدراسات أعدها كبار الخبراء والأساتذة في الموضوع ثم ترتيبها في الأقسام الثلاثة التي يتضمنها الكتاب، وهي التدقيق، والأمان، والرقابة. وهو بذلك يتيح للقارئ التعرف على أكثر من رأي بخصوص عرض بعض الموضوعات بما يوسع دائرة الإلمام للقراء ويعطيهم الفرصة للتعرف على تجارب أكثر، ويجعل هذا الكتاب أحد المراجع الهامة للاستخدام في التطبيق العملي.
