يهتم هذا الكتاب بعلم التجويد وموضوعاته، فهو يعالج الموضوعات المتعلقة بالأحكام الصوتية الناشئة عن التركيب، ويبيّن مخارج الحروف وصفاتها.
ولمؤلف هذا الكتاب أبو عبد الله الموصلي (ت 1315ه) مصنّف سمّاه (المقالة) وهو شرح لـ (رسالة في التجويد) تأليف محمد جلبي الشهير بحكيم زاده، ثم اختصر هذا الكتاب وأسماه (العجالة في بيان مراد الرسالة في علم التجويد). ولما رأى بعض الإطالة في هذا الكتاب لخصه في كتاب له أسماه (خلاصة العجالة في بيان مراد الرسالة في علم التجويد). ويتألف الكتاب من مقدمة وسبعة أبواب وتسعة فصول وخاتمة. تحدث في الباب الأول عن الإستعاذة وصفتها وصيغتها. وفي الباب الثاني تحدث عن البسملة وحكمها. أما في الباب الثالث فتحدث عن أحكام النون الساكنة والتنوين، وهي الإظهار والإدغام والإقلاب والإخفاء مع الأمثلة القرآنية لها، وكذلك بيّن الغنّة وصفاتها، كما بيّن أنواع التنوين، ومثّل لكل منها بأمثلة وافية. وأتبع ذلك فصولاً، وخصص الفصل الأول للميم الساكنة وأحكامها من إخفاء وإدغام وإظهار، كما تحدث في الفصل الثاني عن إدغام المتماثلين وعن ما لا يُدغم من المتماثلين، وشرح في الفصل الثالث إدغام المتقاربين ولإدغام تاء التأنيث، وبيّن الإدغام التام والناقص. وخصص الفصل الرابع للمد والقصر وأنواع المدود وأحكامها وأسبابها، وأتبع ذلك فصلاً خامساً جعله في أحكام حرفي اللين الواو والياء، وأوجه المد فيها. أما الباب الخامس فتحدث فيه عن مخارج الحروف وأعدادها، وبيّن كل مخرج من هذه المخارج موضحاً موقعها من آلة النطق، وأتبع ذلك فصلاً سادساً في زيادة توضيح حقائق المخارج والمييز بينها في حالة اشتباه بعضها ببعض. وفي الباب السادس تحدث عن صفات الحروف، وهو الهمس، والجهر، والشدة، والرخاوة، والإستعلاء، والأطباق، والقلقلة وغيرها. ويأتي الباب السابع والأخير في الراءات وأحكامها في التفخيم والترقيق، وأتبعه فصلاً سابعاً في أحكام اللام من ترقيق وتفخيم، وبعده فصل ثامن جعله في أحكام هاء الضمير المتصل، ثم فصل تاسع في الوقف وكيفيته، ومواضعه ... وتحدث في الخاتمة عن اللحن وقسميه الجلي والخفي، وعن معنى كل منهما.
