لم يشكل توقيع اتفاق الخليل في منتصف يناير 1997 بين إسرائيل ومنظمة التحرير الفلسطينية نقطة تحول أساسية في عملية السلام في الشرق الأوسط، لكن دراسة وتحليل بنود الاتفاق ومراقبة مقدماته ونتائجه تشير إلى مسألة تتعلق بطبيعة الممارسة والتوجهات الإسرائيلية في التعاطي مع الشأن الفلسطيني على صعيد الحقوق السياسية ومستقبل الشعب الفلسطيني ومقدساته الإسلامية. فقد أبرزت نصوص الاتفاق منهج حزب الليكود الحاكم في إسرائيل المتوقع في التعامل مع مسائل الحل النهائي لأوضاع الأرضي المحتلة عام 1967، إن ما تم الاتفاق عليه في الخليل، والاحتفاظ بأكثر من 20% من المدينة، إضافة إلى الحرم الإبراهيمي تحت السيطرة الأمنية الإسرائيلية الشاملة، هو بتكريس لنهج حزب الليكود في عدم تقديم أي تنازلات جوهرية تتعلق بحقوق ذات قيمة للجانب الفلسطيني.
ويأتي اهتمام المركز بإعداد هذه الدراسة التحليلية لاتفاق الخليل انطلاقاً من أهمية تكريس الإدراك بأن أزمة توقيع الاتفاق لم تعبر عن تحوّل إيجابي في عملية السلام بقدر ما عملت على تكريس نهج إسرائيل الجديد بقيادة نيتنياهو للتعامل مع الأطراف العربية في إطار عملية السلام الجارية، إن النهج الإسرائيلي في التوصل إلى اتفاق الخليل غيّر قواعد اللعبة التفاوضية، كما ضعف إمكانات نجاح الطرف العربي في تحقيق بعض المكاسب الجزئية. وهو ما يدركه الطرف الصهيوني –على ما يبدو- مما جعله يتمترس خلف مواقفه الأيديولوجية والسياسية بانتظار التنازلات من الطرف الآخر… وربما لعبت مقولة :""أن الفلسطينيين قدموا ما عليهم من استحقاقات وقد آن لهم أن يستفيدوا مما بقي لهم"" دوراً مهماً في بناء تكتيك واستراتيجية التعامل الفلسطيني مع أزمة اتفاق الخليل السابقة وما لحقها من أزمات على المسار الفلسطيني – الإسرائيلي-، ولم يلحظوا جيداً أنا لطرف الإسرائيلي ومنذ قيام إسرائيل عام 1948 لا تنقضي مطالبه، كما أنها تتجدد باستمرار، بل وتولد مطالب لم تكن تخطر على البال بعد تنفيذ مطالب سابقة، ناهيك عن التفسيرات المتعددة والمتباينة مع الطرف العربي المفاوض وكذلك الدولي في التعامل مع قرارات الشرعية الدولية الخاصة بالصراع العربي الصهيوني.
