إشكالية التقدم هي في جوهرها إشكالية الحياة الإنسانية برمتها، وهي إشكالية الوجود السياسي والوجود العاقل للمجتمع البشري، إنها واحدة من المسائل التي لا ينتهي البحث فيها ولا ينبغي أن ينتهي فيها أبداً. فإثارتها والحديث فيها هو دعوة للتأمل والتفكير، ودعوة للتغيير، وكلما اطمأنت المجتمعات البشرية إلى سيرتها اطمئناناً لا يقوم على النقد والتصويب المتواصلين كان انزلاقها في مجاهل المستقبل أكثر خطورة وأعقد معالجة. إن البحث في التقدم يستدعي بطبيعة الأمر البحث بالأطروحة المضادة أي التخلف، وبالأسباب والعوامل الكامنة وراء ذلك. والتخلف قضية بالغة التعقيد، ودون فهم جذورها والعوامل الفاعلة فيها تكون الفرصة للوصول إلى التقدم ضعيفة.
وهذه الدراسة تثير من الأسئلة أكثر مما تعطي من الأجوبة، وتفتح فصولاً من تاريخ التقدم العربي كثيراً ما أغلقت قبل الوصول فيها إلى موقف الحسم والقرار، إنها محاولة لمزيد من الفهم والرؤية للمستقبل العربي ولسيرورة التقدم فيه.
